TITLE 24-2001 AB 970 01-04-2001 On Wednesday, January 3, the CEC Commissioners voted 4-0 to approve the new 2001 Title 24 Standards, scheduled to take effect June 1, 2001. These Standards are about 15-20% tougher than the 1998 Standards, depending upon which climate you are in. Heavy emphasis has been placed on cooling dominated climates. The effective date of the new Standards has been changed to June 1, 2001, in response to concerns from the building industry and building official community. However an exception is allowed for residential builders submitting plans to their building departments prior to this date, if they are using the Multiple Orientation Alternative of Section 151(c) which addresses production homes built under subdivision master plan schemes. In this case, the new Standards do not become effective until January 1, 2002. The most recent revisions to the Standards can be accessed on the website at www.energy.ca.gov/ab970_standards. Please note that you will need to insert an underscore between the ab970 and standards in the address. CEC is preparing to post the complete text of the draft Standards (Express Terms) showing the changes and additions in underline/strikethrough format, on their website. 01-08-2001 Last fall, the Legislature passed emergency legislation (AB 970) requiring the California Energy Commission to revise the Title 24 energy standards in response to the electrical energy crisis we now face. A process that normally lasts 2-3 years was completed in just 4 months. The result is a more stringent standard that will take effect on June 1, 2001 for new submittals and January 1, 2002 for subdivisions. Important information: The new standards target cooling energy use and will encourage wider use of low solar gain windows, sealed ducts, radiant barriers and thermostatic expansion valves. An addendum to the Residential Manual that describes the changes is available at CEC website with New Standards Documents 03-19-2001 Title 24 Compliance software publishers announced they will be releasing Official Certified versions in April 2001. 03-21-2001 We have received the CEC approved Micropas6 v6.00. It is required for permit applications made on or after June 1, 2001. Note that subdivisions already approved using multiple orientations approach before June 1, 2001 can continue to use the existing compliance documentation through December 31, 2001. 04-18-2001 In order to clear some misconceptions, the new code does not require LowE2 glass or tested tight ducts. But the mandatory measures does govern the way ducts are constructed. *150(m): Ducts and Fans All ducts and plenums installed, sealed and insulated to meet the requirements of the 1998 CMC sectons 601, 603, and 604, and standard 6-3; ducts insulated to a minimum installed level of R-4.2 or enclosed entirely in conditioned space. Openings shall be sealed with mastic, tape, aerosol sealant, or other duct-closure system that meets the applicable requirements of UL181, UL181A, or UL181B. If mastic or tape is used to seal openings greater than 1/4 inch, the combination of mastic and either mesh or tape shall be used. Building cavities shall not be used for conveying conditioned air. Joints and seams of duct systems and their components shall not be sealed with cloth back rubber adhesive duct tapes unless such tape isused in combination with mastic and drawbands. |
